Consumer card distribution from April 17

KATHMANDU, APR 13, 2012

The board meeting of Nepal Oil Corporation (NOC) today decided to distribute consumer cards to provide cooking gas at subsidized rates from April 17, according to the Ministry of Commerce and Supplies. The board has directed the Gas Dealers Federation of Nepal (GDFN) to complete the card distribution task in 15 days, said secretary at the ministry Lal Mani Joshi. “The ministry will opt for other concerned government agencies as alternatives to dealers if they fail to fulfill the duty within the stipulated time.”

“NOC does not have a track record of completing any of its duties on schedule,” he said, suspecting whether it can assertively direct dealers to complete this task too. “Card distribution process was delayed due to a dispute between cooking gas bottling plants and dealers,” he said.

“Both Nepal LP Gas Industries Association and Gas Dealers Federation of Nepal wanted to distribute the cards through their channels. At least 50,000 consumer cards will be distributed through Gas Dealers Federation of Nepal,” said vice president of GDFN Maheshwar Shrestha.

The dealers will charge Rs 10 for a card. NOC is developing a software to check whether a family has received more cards, said Shrestha. Meanwhile, the Ministry of Commerce and Supplies is considering on hiking the price of cooking gas after the distribution of consumer cards, according to secretary Joshi. NOC cannot bear losses during the distribution of cooking gas for commercial purposes, he said.

“The ministry has been left with no option but to hike the price of cooking gas.”


Fuel import drops

Import of petroleum products has dropped after Nepal Oil Corporation failed to clear dues worth Rs 2 billion to Indian Oil Corporation. “The import of diesel and petrol has decreased due to the lack of sufficient funds to clear the payment,” said secretary at the Ministry of Commerce and Supplies Lal Mani Joshi. “But, the ministry has directed Nepal Oil Corporation to not reduce the supply of cooking gas.” The ministry has asked the Finance Ministry to release the loan to smoothen the supply but there has been no response so far, he added.
