NOC forms team to probe corruption charge

KATHMANDU, DEC 28, 2012

The board meeting of Nepal Oil Corporation (NOC) today decided to form a three-member committee to investigate alleged corruption charges against the corporation.

The board formed a committee led by joint secretary at the ministry of commerce and supplies (MoCS), said acting managing director at the corporation Suresh Kumar Agrawal. “Representatives from the Finance Ministry and Office of the Prime Minister will also be included.”

NOC has been facing charges of receiving millions of rupees in bribes from petroleum dealers to increase their commission rate.

The corporation will also publish a white paper including the facts and figures of commission rates being provided to dealers, said Agrawal.

The meeting has directed the NOC management to maintain transparency in its activities, informed secretary at MoCS Lal Mani Joshi.

Following the widespread criticism of the state-owned fuel supplier, the board meeting asked the corporation to submit the basis of the commission rate being provided to dealers, he said, adding that the board has asked NOC to submit all details of commission rates.

MoCS is committed to ensuring transparency in all the activities of NOC, said Joshi, adding that NOC is liable to justify all its activities if questions are raised.

Nepal Petroleum Dealers’ National Association, allegedly, has been collecting millions of rupees to bribe NOC officials to raise the commission rate. Dealers have been getting Rs 3.3 on a litre of petrol, Rs 2.14 on a litre of diesel, Rs 2.42 on a litre of kerosene, and Rs 56 on a cylinder of Liquefied Petroleum Gas as dealer commission.

Taking advantage of the fragile political scenario, petroleum entrepreneurs had protested against the government in April demanding an increment in their commission rate from three per cent to five per cent.

Later, they withdrew the strike after the government warned of imposing the Essential Service Act on petroleum products. The government had formed a committee led by under secretary at MoCS to submit a report on whether the commission rate should be raised or not. But, the committee failed to provide any concrete suggestion to the ministry.
